State plan to prioritize the rent and rehabilitation
The Cabinet on Friday approved the amendment of Royal Decree of the State Housing Plan 2009-2012 and Rehabilitation, to prioritize the rent and rehabilitation.
The Government’s objective is to facilitate access to housing or rehabilitation to the greatest number of citizens and at the same time, fulfill commitments to reduce the public deficit.
The main changes include the State Housing Plan 2009-2012 and Rehabilitation addressing some subsidies for developers and conditions agreed to obtain loans or direct state aid to the input housing.
At the same time, increased by 50% in the period in which the purchaser of a subsidized housing may receive aid agreed to repay the loan, reduced from ten to fifteen years. Thus, the maximum amount of this aid is increased by 4,000 euros to 14,500 euros.
Simultaneously, we introduce a new intermediate model between the promotion of social housing for sale and rent: Advocacy for transfer of the surface.
The price of these homes will be at least 20% cheaper than those for the sale and bidders acquire the surface rights for 99 years.
Transitional Measures
The Cabinet also approved to extend for the next two years some of the transitional measures of the plan.
They seek to provide more families access to affordable housing and expand the park purchase housing in the building rent-free housing surplus.
Thus, the possibility remains that housing stock qualifying as subsidized housing, and allowed the suspension of payment of loan unemployed acquirer if it has stood up to pay a full year.
It also extends the possibility that legal persons can acquire full promotions stand in the position of the promoter, with the same rights and obligations.
Finally, during the next two years also will run the possibility of authorizing the start of rental housing developments for sale and housing.
